Qualified Individual (QI) Services

OPA 90 mandates vessel or facility owners to designate a Qualified Individual (QI) responsible for implementing response activities in response to a threat or actual oil spill. The QI is a designated individual representing an organization who has the authority and responsibility to make decisions about oil spill response efforts and plays a crucial role in coordinating and directing response actions to mitigate the impact of an oil spill.

 

In the event of an incident, the QI coordinates with response teams, communicates with authorities, and oversees and guides cleanup activities while closely interfacing with Federal and State authorities. OPA 90 establishes liability for oil spill damages, emphasizing the QI's crucial role in directing effective response efforts and managing compliance and financial aspects.
